AHMAD ZIA MIAN was appointed Director General of the Office of Utilities Regulation (OUR) with effect from February 10, 2009.
Mr. Mian is a Trained Economist and Financial Analyst with just under fifty years experience working with private, public, international and multilateral organizations. His areas of expertise include Energy; Infrastructure & Energy Projects; Project Operations & Finance and Information & Communication Technology (ICT).

Deputy Director General, Office of Utilities Regulation (OUR)
Maurice Charvis has been appointed Deputy Director General of the Office of Utilities
Regulation (OUR) - effective July, 1, 2009.
Mr. Charvis has had an extensive career in the field of utility regulation. As a member of the
Senior Management Team of the OUR since 1997, he has been pivotal to the development of
the fledging OUR to handle regulatory policy issues; resulting in the organization becoming the
leading utility regulator in the Caribbean.

 Hopeton P. Heron - Deputy Director General, Office of Utilities Regulation (OUR)
Hopeton P. Heron has been appointed Deputy Director General of the Office of Utilities
Regulation (OUR) - effective July, 1, 2009.
Mr. Heron comes to the OUR with approximately twenty-five (25) years of service to Jamaica’s public sector. He has occupied such positions as Chief Executive Officer (Acting) at the National Environment and Planning Agency (NEPA) as well as Director of Corporate Services at NEPA and the Jamaica Public Service Company (JPSCo.).
