Jamaica Public Service Company Limited (JPS) is regulated by the Office of Utilities Regulation (OUR) based on a price cap regime introduced through the JPS All-Island Electric Licence, 2001. Under the price cap regime non-fuel base rates are set once every five (5) years. This regime includes a Performance Based Rate-making Mechanism (PBRM) in which non-fuel rates are adjusted annually based on a productivity offset for inflation and performance against quality of service targets set by the OUR.
