Appointment of Chairman, Deputy Chairman and members of the 'Office'

The Governor General, Sir Patrick Allen, has appointed six (6) persons to the OUR. The appointment of an Office is a requirement of the Office of Utilities Regulation (Amendment) Act, 2015, which also provides for the Director General of the OUR to serve as an ex-officio member.

Chairman: Attorney-at-Law and former Contractor General of Jamaica, Dr. Derrick McKoy, C.D., has been appointed as the new Chairman of the Office of Utilities Regulation (OUR) by Governor General, His Excellency, the Most Hon. Sir Patrick Allen, for five (5) years, effective 2020 May 11. Dr. McKoy succeeds the OUR’s first Chairman, Mr. Joseph M. Matalon, C.D., who demitted office on 2020 January 01.  See media release for details.

The other members to the Office who will serve for a period of five (5) years from 2016 January 11 are:

  • Professional Engineer, (Manufacturing) Mr. Noel daCosta, C.D. – Deputy Chairman
  • Chairman, Consumer Advisory Committee on Utilities, Miss Yasmin Chong – Member
  • Economist and Academic, Dr. Damien King – Member
  • Attorney-at-Law, Mr. Novar Patrick McDonald – Member
  • Chief Information Officer (CIO) for the GraceKennedy Group, Mr. Simon Roberts - Member.

The role of the Office of Utilities Regulation includes developing the framework within which the regulated utilities operate, setting the rates and service standards for the relevant regulated sectors and to operate in a fair, independent and transparent manner in fulfilling its obligations to all stakeholders.

Prior to the 2015 OUR Act amendment, the Director General and Deputy Directors General comprised ‘The Office’. The Director General is appointed by the Governor General and the Deputy Directors General are appointed by the Prime Minister.
